This is an interesting find, It looks like the city that use IVA are more industrial cities that are labour intensive and therefore due to recession are hit the most. An IVA (Individual Voluntary Arrangement) is a legally binding contract made between you and your creditors. It is an ideal alternative to bankruptcy. Interest is frozen and is an arrangement to settle debts within a fixed period of time.
